After thousands of years of progress in urban development, we plateaued some 60 years ago. Cities are not safer, healthier, more efficient, or more equitable. They are getting worse on these measures.<\/p>\n<\/p><\/div>\n<div class=\"st__content-block st__content-block--text\">\n<p>The statistics on\u00a0<a href=\"http:\/\/www.abs.gov.au\/ausstats\/abs@.nsf\/0\/692C03405807CF0BCA25773700169C87?opendocument\">chronic disease<\/a>,\u00a0<a href=\"https:\/\/bitre.gov.au\/publications\/ongoing\/road_deaths_australia_monthly_bulletins.aspx\">rising road tolls<\/a>\u00a0and\u00a0<a href=\"https:\/\/bitre.gov.au\/publications\/2015\/is_074.aspx\">congestion<\/a>\u00a0in our urban environments paint a bleak future. The clues to why lie in how we think about and design our cities.<\/p>\n<\/p><\/div>\n<div class=\"st__content-block st__content-block--text\">\n<p>Cities are highly complex, yet we are not thinking about them that way. We argue cities are complex and sociotechnical in nature. This means that, stripped back, they comprise people and communities interacting with one another and with objects (such as roads, buildings and parks) within a range of urban settings or contexts.<\/p>\n<\/p><\/div>\n<div class=\"st__content-block st__content-block--text\">\n<p>Complex sociotechnical systems (urban, transportation or warfare) are difficult to analyse. However, ergonomics and human factors methods such as\u00a0<a href=\"https:\/\/www.dst.defence.gov.au\/publication\/cognitive-work-analysis-foundations-extensions-and-challenges\">cognitive work analysis<\/a>\u00a0allow an understanding of the whole system rather than the parts.<\/p>\n<\/p><\/div>\n<div class=\"st__content-block st__content-block--text\">\n<p>Cognitive work analysis was originally developed to support the analysis and design of complex engineered systems. We are using it to analyse and design cities.<\/p>\n<\/p><\/div>\n<div class=\"st__content-block st__content-block--text\">\n<p>The quest for better cities<\/p>\n<\/p><\/div>\n<div class=\"st__content-block st__content-block--text\">\n<p>Theoretical and practical efforts to create better cities have a long history. Before Walter Christaller\u2019s\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Central_place_theory\">\u201ccentral place theory\u201d<\/a>\u00a0and Charles Lindblom\u2019s exploration of the\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Charles_E._Lindblom\">\u201cscience of muddling through\u201d<\/a>, there was Ebenezer Howard\u2019s utopian\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Garden_city_movement\">\u201cgarden city movement\u201d<\/a>, the enduring\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Concentric_zone_model\">\u201cconcentric zone model\u201d<\/a>\u00a0of Ernest Burgess, and the \u201c<a href=\"https:\/\/en.wikipedia.org\/wiki\/Multiple_nuclei_model\">multiple nuclei model<\/a>\u201d of Chauncy Harris and Edward Ullman.<\/p>\n<\/p><\/div>\n<div class=\"st__content-block st__content-block--text\">\n<p>More recent approaches provide guidance on good city structures relating to quality of life, infrastructure efficiency and city futures. The\u00a0<a href=\"https:\/\/www.cnu.org\/\">Congress for the New Urbanism<\/a>\u00a0advocates for quality of life through \u201cwalkable\u201d urban neighbourhoods.\u00a0<a href=\"http:\/\/www.tod.org\/\">Transit-orientated developments<\/a>\u00a0seek to have commercial, residential and community facilities\u00a0<a href=\"https:\/\/theconversation.com\/make-housing-affordable-and-cut-road-congestion-all-at-once-heres-a-way-71071\">close to public transport<\/a>.<\/p>\n<\/p><\/div>\n<div class=\"st__content-block st__content-block--text\">\n<p>In the 21st century we recognise and conceive\u00a0<a href=\"http:\/\/en.unesco.org\/creative-cities\/home\">\u201ccreative\u201d<\/a>,\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Smart_city\">\u201csmart\u201d<\/a>\u00a0and\u00a0<a href=\"http:\/\/www.igi-global.com\/dictionary\/knowledge-city\/16287\">\u201cknowledge\u201d<\/a>\u00a0cities. These focus on the use of human resources, social capital, education, innovation, communication and digital technologies.<\/p>\n<\/p><\/div>\n<div class=\"st__content-block st__content-block--text\">\n<p>We argue that the limitation of these approaches is their reliance on sets of standards and guidelines. They provide reductionist principles for how cities \u201cshould\u201d be designed and developed.<\/p>\n<\/p><\/div>\n<div class=\"st__content-block st__content-block--text\">\n<p>While useful for articulating the goals and values we would like for cities, their consequences within the broader city system are not well considered.<\/p>\n<\/p><\/div>\n<div class=\"st__content-block st__content-block--text\">\n<p>Cities as complex sociotechnical systems<\/p>\n<\/p><\/div>\n<div class=\"st__content-block st__content-block--text\">\n<p>The priority of sociological and technological systems is to optimise the interactions between people, technology and environments.<\/p>\n<\/p><\/div>\n<div class=\"st__content-block st__content-block--text\">\n<p>Cognitive work analysis is concerned with constraints rather than goals. It is based on the notion that by making constraints explicit, and exploiting them, we enhance system performance. It comprises interrelated phases including\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Work_domain_analysis\">work domain analysis<\/a>.<\/p>\n<\/p><\/div>\n<div class=\"st__content-block st__content-block--text\">\n<p>This approach allows us to model the city system across five hierarchical levels. This detailed model describes and links the purposes, values and priorities, the activities that are performed, right through to the physical objects that make up the city and the functions they serve.<\/p>\n<\/p><\/div>\n<div class=\"image__credit\"><img loading=\"lazy\" decoding=\"async\" width=\"659\" height=\"385\" src=\"\/wp-content\/uploads\/2023\/06\/urban-wef_20170518.webp\" alt=\"Urban -wef _20170518\" data-udi=\"umb:\/\/media\/7998f93625024686a41627f92eb16296\"><\/div>\n<div class=\"image__credit\">Image: The Conversation<\/div>\n<div class=\"st__content-block st__content-block--text\">\n<p>Work domain analysis in action \u2013 tracing how public art contributes to a footpath design.<\/p>\n<\/p><\/div>\n<div class=\"st__content-block st__content-block--text\">\n<p>The findings are compelling. For example, we can show that public art on a footpath has the function of both a landmark and a form of communication, in the same way signage does. This is then linked to improved way-finding, legibility and social interaction in the street. And that, in turn, results in greater levels of perceived and actual safety, user comfort and a sense of community.<\/p>\n<\/p><\/div>\n<div class=\"st__content-block st__content-block--text\">\n<p>Ultimately, this supports both the technical intention of a footpath, as a pedestrian right of way, and its urban design contribution, as an important social place. As it is now possible to understand the system-wide implications of including or excluding key elements, we can start to design better cities.<\/p>\n<\/p><\/div>\n<div class=\"st__content-block st__content-block--text\">\n<p>Additional analyses have\u00a0<a href=\"http:\/\/www.usc.edu.au\/explore\/structure\/faculty-of-arts-business-and-law\/staff\/dr-nicholas-stevens\">focused on<\/a>: the design of active transport corridors; public space; main streets; school zones; playgrounds; and urban design and CCTV. The findings demonstrate the complexity in these environments and show how existing design approaches may not be fit for purpose.<\/p>\n<\/p><\/div>\n<div class=\"st__content-block st__content-block--text\">\n<p>Exploring a new approach<\/p>\n<\/p><\/div>\n<div class=\"st__content-block st__content-block--text\">\n<p>In a rapidly changing world in which smart cities are desired and urban\u00a0<a href=\"https:\/\/www.allianz.com\/en\/about_us\/open-knowledge\/topics\/demography\/articles\/150316-top-20-megacities-by-population.html\/\">megacities<\/a>\u00a0are a reality, we need to explore new knowledge and new approaches. Current descriptive and disparate approaches to the review, analysis and design of our cities need to be challenged.<\/p>\n<\/p><\/div>\n<div class=\"st__content-block st__content-block--text\">\n<p>The profession and politics of the built environment continue to operate within discipline silos. Planning, architecture, engineering, transport, water, power, commercial and retail development, urban design, community services and more are all dealt with in relative isolation. The links between them are only examined as necessary, or as legislatively required.<\/p>\n<\/p><\/div>\n<div class=\"st__content-block st__content-block--text\">\n<p>As a result, our cities are a legacy of incremental solutions, fragmented decision-making and competing urban priorities.<\/p>\n<\/p><\/div>\n<div class=\"st__content-block st__content-block--text\">\n<p>Managing complexity in city design is challenging. There are very few ways to examine all of the parts of urban development. We contend that\u00a0<a href=\"https:\/\/www.ergonomics.org.au\/\">ergonomics, human factors<\/a>\u00a0and\u00a0<a href=\"http:\/\/business.leeds.ac.uk\/research-and-innovation\/research-centres\/stc\/\">sociotechnical systems methods<\/a>\u00a0offer a way forward.<\/p>\n<\/p><\/div>\n<div class=\"st__content-block st__content-block--text\">\n<p>While it may seem far-reaching to apply the methods used to design work, transportation and warfare systems to urban development, it has been shown to have significant\u00a0<a href=\"http:\/\/www.sciencedirect.com\/science\/article\/pii\/S0001457514002103\">value<\/a>.<\/p>\n<\/p><\/div>\n<div class=\"st__content-block st__content-block--text\">\n<p>Our approach allows decision-makers, designers and the community to understand the complex nature of humans, technology and their environments.
